Weather related closures, opens and information for the City of St. Catharines
City facilities closed due to winter storm
City Hall and some other City facilities will be closed Friday, March 2 due to the overnight winter storm. The following City facilities are closed:
- City Hall and administrative offices
- St. Catharines Museum and Welland Canals Centre
- Russell Avenue Community Centre and Port Weller Community Centre
- City older adult centres
The following City facilities are open
- St. Catharines Kiwanis Aquatics Centre
- Seymour-Hannah Sports and Entertainment Centre, Bill Burgoyne Arena and Garden City Arena Complex
- Market Square (open at 11 a.m. for 11th annual Downtown Chili Cookoff)
- FirstOntario Performing Arts Centre - administration offices closed; box office opens at 3 p.m.; All events will proceed March 2 as planned.
- Recreation programs at City community centres, older adult centres, Harriet Tubman Public School and Jean Sauve Public School are cancelled.
Environment Canada’s winter storm warning for St. Catharines remains in effect with heavy snowfall and high winds expected to end this morning. Travel on roads and sidewalks may be difficult due to the accumulating snow. Heavy snow and high winds can reduce visibility. Avoid travelling today if you can; travel with extreme caution if you have to go out.

St. Catharines Transit buses may also be running behind schedule due to the weather.
Snow Plowing
The City will continue to plow main roads until snowfall ends and expects to begin plowing secondary routes, those including neighbourhood roads, sometime this morning. The City urges residents to not park on the road so it can plow streets as quickly and efficiently as possible. S’No Parking will be in effect from 7 a.m. Friday, March 2 to 7 a.m. Saturday, March 3.
There are no fines associated with S’No Parking. However, parking tickets may be issued in some cases under the City’s Parking By-law:
Parking is prohibited at downtown on-street metered spaces from 3 a.m. to 6 a.m. Violators may receive a $30 ticket or be towed.
Parking on Regional roads is prohibited from 2 a.m. to 6 a.m. Violators may receive a $30 ticket or be towed.
Parking is restricted to 12 hours on any street where parking is permitted. Vehicles parked on the road for more than 12 hours may receive a $30 ticket or be towed.
Free overnight parking is available at both the Ontario Street and Carlisle Street/Garden Park parking garages. Vehicles must exit the garages by 8 a.m. Visit www.stcatharines.ca/parking for more information about parking.

Emergency Services
St. Catharines Fire and emergency services are not affected by the closure. Residents are reminded that 911 is to be used for emergency situations only. Power outages are to be reported to Alectra Utilities (formerly Horizon Utilities) at 905.684.8111.
Residents should review their emergency plan and have their 72-hour emergency kits prepared, including enough food and water for every family member for three days. Kits should also include flashlights and batteries, a radio, any necessary prescriptions, a first aid kit and basic tools.
